what if you open a terminal and run compiz --replace from that command
line? are the visual effects enabled or not? what's the message there if
they aren't ?

1) yes, it happens every time
2) go to Appearance properties visual effects tab, change radio button from
'none' to 'normal' or 'high' - the radio button will change, but effects
wouldn't apply.
3 )no, I haven't got any effects.
