control-center/default-apps/gnome-default-applications.xml is part of
the gnome-control-center package so what 'specifically' are you
referring to having to be

gnome-control-center no longer defines any handlers at all (the xml file
you reference is obsolete and not used by anything). Applications need
to register themselves as URI handlers by setting x-scheme-handler
mimetypes in their desktop files

Thanks for the explanation. However, if that is the case, then the
package should be updated to remove/eliminate gnome-default-
applications.xml from:
$ apt-cache showpkg capplets-data
