The fix for this bug has been merged into current development series of
empathy as we have empathy-3.1.3 in Oneiric I am closing this bug as

Confirmed Maverick 10.10 i386 2.35-24.42 with empathy 2.32.1-0ubuntu1
You have to expand a group using the space key... it'll show all offline
contacts despite you have deselected them. ctrl+h has no effect after
that.

The problem happens when I use space bar to collapse groups.
Now I see that the problem happens when I use space bar to expand groups.
Independently of the Offline contacts being checked or not, it shows all
contacts, online and offline. Ctrl-h doesn't work to hide them.
It seems also that, in this situation, when empathy updates the buddy
list all groups
could you try ctrl+h to see if that hides offline contacts. wfm
