Public bug reported:

Pressing 'New Tab' in file menu of Desktop makes the desktop unusable, leaving 
a white background.
'New Tab' needs to be in disabled mode while there is no windows opened, just 
the desktop.  If we can add workspaces instead of tabs there that would be 
great.
