ok, using the GNOME theme (adwaita) there is a selection rectangle
around the places on dnd mouseover so I guess that's a theme issue

No, actually I don't currently see that other bug as being valid, tested
on my cureent installs (A2 updated; image from 02/21, there is no issue
dropping files into any of the places locations on the sidebar ( you
can't
This is from todays image, noting that on my real install that the same
is seen. When dragging over this is no highlighting though dropping can
be successful
(also the same on the Radiance theme
I know from my installs the highlighting broke on the gtk+3.0 source
package upgrades, version shown
