Same for me, using Lubuntu 17.10.1 Can open it with “gnome-control-center online-accounts” from a console (although there are two warning message, see below), but that's not clean to have to open a console to open it. I came to that issue while learning more about Ubuntu WebApps. Additionally,

I have 12.04.1 LTS (64), and I just realised that this affected me too. Updating /usr/share/applications/gnome-online-accounts-panel.desktop fixed this as per Antonio's comment. Before OnlyShowIn=GNOME; After OnlyShowIn=GNOME;Unity; This took immediate effect. Log out was not required. --
