I can confirm this with current Lucid Lynx.
This happens only when nautilus is managing the desktop, i.e.
/apps/nautilus/preferences/show_desktop is true.

Nope, still seeing it. To replicate, I right-click the desktop and
select Create Folder. This triggers the white border/frame.
