When in run level 7 if one tries to switch to say runlevel 6, and then
switch back to runlevel 7 for GUI, its switches back to blinking cursor

Unix (init) runlevels are not the same thing as VTs. They're completely
unrelated concepts. But yes it sounds like this bug is about VT 7 and VT
6, not runlevels.
P.S. The only graphical runlevel is 5. Runlevel 6 means the system
should reboot.
