Confirmed that xxhash is a code split rather than new code in main. Since this is tied up in the massive release-opening Debian sync transition right now, I'm going ahead and pre-promoting xxhash and subscribing desktop-packages to it. Since I am not the MIR team, I am leaving the bug task open.
