If you're asking if I have the same problem when logging in with a
different user, then "yes" it also doesn't work when logging in with a
2nd account that's on my machine. That 2nd account existed before the
upgrade to 18.04.

It appears we still get crash reports for this from the latest gnome-
shell version 3.28.3+git20190124-0ubuntu18.04.1
So it's interesting the bug still doesn't exist in 3.30 and later.

2. Tell us which video player apps are affected.
3. Try this:
sudo apt install mpv
and then use 'mpv VIDEOFILE.mp4'. Does it have the same problem?
4. Run:
vainfo > vainfo.txt
and send us the resulting file 'vainfo.txt'.
