I just reproduced the problem. One more detail I want to say, both my
builtin display and the external monitor's resolution are 1920x1080

Which desktop do you use? gnome-screensaver is an old outdated component and
not used in GNOME nowadays so it's normal it's not working if you try there...
could you add your 'journalctl -b 0' log to the bug after triggering the issue?

After a do-release-upgrade from 18.04 to 20.04 screen blanking stopped working.
I had my desktop set to blank but no lock the screen.
After the upgrtade it does not ever blank.
preferences are set in Settings-> Power -> Blank Screen 10 minutes
Automatic Suspend is OFF
