As I studied this issue a little bit, I'd give a brief summary here.
There are Unicode enabled and non-Unicode enabled ZIP archives.
If you system has unzip/zip but not 7z, neither type of ZIP archives can be
displayed in File Roller. This due to limitation of unzip.

It is worth knowing that ZIP archives can come with different encodings
for file names.
The old standard encoding for ZIP is CP437 [1]. Since CP437 only covers
the need of certain regions of the world, people on Windows began to use
whatever local encoding available, for example, ZIP
As I tested the file in comment 3 on Ubuntu 12.04, this file should have
encoding CP437.
$ unar -e cp437 Prueba\ con\ acentos\ y\ espacios.zip #Works perfectly
(You can install unar by sudo apt-get install unar)
The result of unzip is a bit strange as it ask for password for one

I'd repeat the workaround for 12.04+ is using unar command line tool.
Since the encoding issue usually happen with ZIP archives, -O/-I option
of unzip (available 11.10+) also worth a try.

there is a simple workaround, install p7zip.
The bug is caused by zip/unzip stack provided by Info-Zip. In
particular, zip(1) seems to have no problem creating a ZIP archive with

RAR related issue is likely to be caused by the fact that broken version rar is
included in 11.10-12.10, it will be upgraded in 13.04.
The issue can be workarounded by removing rar package and install rar from
official site.
