I had the issue after upgrade from 16.04 even after all updates.
I only did the following to solve it:
* Removing ~/.config/nautilus

Yes I still get the bug if I set the thumbnails to anything bigger then
100% like M-Theory212 describes.

I've moved or cleaned all directories, containing lots of files (building
packages - more than 300 Mb of small source files) and the bug disappeared.
I'll try to reproduce it creating a directory full of small files.
