By pointing to that bug (which is actually several different issues) I
meant that currently, modifiers-only shortcut is not available in gnome
control center, it is only available through gnome tweak tool.

Under Unity (which is the default desktop for Ubuntu) you can enter
modifier only keys in the text input entry and gnome-shell users can use
gnome-tweak-tool, there is a solution for everyone there ;-)
