I think that it comes from a bad compiz configuration that puts the panel window in a lower level than the desktop window. So maybe even users that doesn't use ati have the same problem. So if there's anyone that uses nVidia or Intel cards with xgl (not aiglx, that may solve the problem), please report. At least to understand where the problem comes from.
