I can no longer replicate this issue either.

The issue was appearing in Elementary OS rather than native Ubuntu.

The issue can probably just be closed.

I'm not able to reproduce this bug, Thesle what do you mean by drag from
extract? I try to drag a file from Archive Manager to Files but this
doesn't do anything.
