It sounds like you have just installed the fix for bug 1724259.
Please verify by running:
dpkg -s libinput10 | grep Version
Please also let us know if the bug reoccurs after that.

How can I check which version of libinput I have? I was only able to
check the version of libinput-tools using apt-cache policy and that
package's version is 1.8.2-1ubuntu2. I do not know if those 2 packages
are the same or if their versions can differ from each other. I
installed all updates today
Sounds like this may be bug 1724259 (fixed last night).
Please try updating your system, make sure you then have libinput 1.8.4
installed, reboot and retest.

I too am affected by this bug.
It is intermittent for me, and not immediately reproducible, however I
was able to reproduce it and grab some journalctl lines via SSH if it is
at all helpful.
I should also add that I have set gnome-tweak-tool -> Power -> Suspend
when laptop lid closed -> Off
And
journalctl -f via ssh, showing opening and closing the lid while in this
"frozen" condition.

Similar problem here. I haven't got two computers at hand to ssh the
culprit machine but I strongly suspect this is the same bug.
