I had this problem many-many months ago and then stopped using Evolution.
Now checked again, much newer version, but same issue.
In my case the solution was: go to Preferences -> Composer Preferences ->
General tab -> Replies and

Either you'll get notified by update-notifier and see what updates are
coming in there, or you update via apt and will be listed there too.

Does this include issue where i have multiple accounts and multiple
Signatures and when i Open for new Email... It does not matter which
signature i choose, It only shows the default Signature.
Or if you reply from Account 1 the Signature of Account 2 is used and
you can't change that.
