xxhash was a code split from a package already in main and already promoted in
Disco/Eoan.
It came back now as dependency for rsync and (thanks Steve) Foundations is
subscribed to cover it.
Can be promoted to main in groovy

@it has been moved back to universe in focal, eoan isn't supported
anymore and it's not a component desktop is using or interested in, I'm
unsubscribing desktop-packages now. If it's promoted back one of the
teams looking after rsync should subscribe

this looks ok, besides the missing test run. The debian/rules file says:
# not to be run, removes compiled files
override_dh_auto_test:
So probably this should be run as an autopkg test with the build-
required restriction.

Confirmed that xxhash is a code split rather than new code in main.
Since this is tied up in the massive release-opening Debian sync
transition right now, I'm going ahead and pre-promoting xxhash and
subscribing desktop-packages to it. Since I am not the MIR team, I am
leaving the bug task open.
