Yeah same issue occurs but gnome-tweaks was a culprit for random CPU
spikes

Yeah the extensions panel in gnome-tweaks is broken (bug 1718850).
Please try using 'gnome-shell-extension-prefs' instead. Now disable all
non-Ubuntu extensions, and reboot. Does the problem still happen?
