Looks to me like the systemd-fsckd test is just busted on focal since
2020-08-13 :(

Accepted gdm3 into focal-proposed. The package will build now and be
available at
https://launchpad.net/ubuntu/+source/gdm3/3.36.3-0ubuntu0.20.04.1 in a
few hours, and then in the -proposed repository.
