I could reproduce it. The old installer makes use of the time zone location to "guess" the desired locale, but that is apparently not the case with the flutter based installer (at least not for the English variants). Time zones would be London. Thanks for your report. The "Language for menus and windows" setting shows which locale is used to determine the display language. That's unrelated to the keyboard layout for typing. You find the activated keyboard layouts in Settings -> Keyboard.
