To prevent non-admin user from changing xorg.conf setting, I tried the
following:
- go to System - Administration - Authorizations
- From the left menu, go to com-ubuntu-screenresolution-mechanism-Change

- Click Edit, set Active Console to Admin Authentication

To prevent this from happening, a work around I have tried is to add the
following subsection in xorg.conf:

Virtual 1440 1440 -- Max from xrandr
