Thank you for helping by reporting this bug. However, this is desired behaviour, only when dragging a launcher to the desktop you will get an active launcher. If you want to use a launcher from a directory you should double-click the .desktop file, which is the extension of all launchers, and a dialogue will pop up asking you if you want to execute the file. Aha, I have created the Eclipse launcher in the menu by my own as per https://bugs.launchpad.net/ubuntu/+bug/420873 the eclipse package will not install anymore due to gcj.
