I installed the version of gnome-control-center from focal-proposed and
can confirm that the only setting "Automatic" creates the file
/var/lib/apport/autoreport and switching the option to anything but
"Automatic" removes the /var/lib/apport/autoreport file.

I pursued this further and found that on multiple computers and
keyboards including using both USB and PS2 keyboards.
Right-Alt + PrintScrn + REISUB works only while using PS2 keyboards, and
it is consistent with multiple computers. The computer I reported this
bug on does not have any PS2 ports.
