It looks like this might be a Panel Self Refresh bug. PSR was disabled
in Ubuntu 20.04 but seems to be enabled (sometimes) in newer Ubuntu
releases. So please try disabling it by adding a kernel parameter:
i915.enable_psr=0

Using 'Ubuntu on Xorg' instead of 'Ubuntu' also helps. Because the
former having more layers and less internal blocking actually dabbles in
triple buffering sometimes by accident. Although I'm not sure if that's
the reason it's smoother or just Xorg adds extra GPU load.

The issue has always existed. But with such a sharp edge between smooth
and stuttering any slightest change in the GUI can push it over the
edge. Also a little annoyingly, as we optimize more code it can
sometimes make the problem *worse* as the GPU becomes less loaded and
less likely to up-clock

How come this issue wasn't there in PopOS 20.04 (wayland session)? Was

Sometime touchpad stop working and unable to change my brightness after
installation at first all feature are perfectly fine except screen
glitch.Screen performance is laggy.
The workaround suggested in comment #9 is fine, however if you use
fractional scaling under Wayland it makes the text in Thunderbird way
too blurry.

The desktop icons will /animate/ whenever the desktop window is
recreated. That's an older issue that was visible in 3.38 and separate
to this bug. Although I guess many would see it as a nice feature.

Well, this bug does not only happen in every startup or logout/login,
but it seems that whenever you have an application open, focusing on its
window, and you locked the system and logged in again, the desktop icons
animate. However, when it zooms in, the application window loses focus.
