Tested on desktop and notebook machine with Nvidia graphic card. On
notebook machine (chassis type 10), configuration file
'/run/nvidia_runtimepm_supported' is created. On desktop (chassis type
3) machine did not generate the configuration file. Only notebook
machine will enable runtime PM.

This is not a NetworkManager problem. It is also reported by me in
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1950385
and it is probably kernel bug.
The problem is described by ModemManager's developer in our discussion:

Sorry I missed the name change. I was having trouble finding references
that described the changes in names for screen elements. I am referring
to the top icons in the left hand toolbar/launcher, not the top task
bar. The attached picture should help.

@Samuel,
https://salsa.debian.org/a11y-team/brltty/-/blob/master/doc/ChangeLog#L378
states that the option has been removed in 6.0 but it's still used in
debian/rules, it is probably newer python versions being stricter with
the use of non existing options?

I was able to hit this bug every time (3) yesterday, and not at all today.
I commented line 23 of /etc/apport/crashdb.conf for next time.
