xfree86-re-calculate-the-clock-and-refresh-rate.patch xserver no longer

Public bug reported:
Xorg server crashes on Dell Vostro V3750 notebook (integrated Intel GPU
+ Nvidia GeForce GT 525M) after upgrading xserver-xorg-core to
2:21.1.3-2ubuntu2.4.
After some testing we determined that the crash is caused by a patch re-
calculate-the-clock-and-refresh-rate.diff
I can reproduce the crash on 3 different notebooks:
1. Lenovo ThinkPad P14s with AMD Ryzen 7 PRO 5850U with Radeon Graphics
2. Lenovo ThinkPad T480 with Intel i7-8550U with integrated Graphics
3. Lenovo ThinkPad x220 with Intel i3-2310M with integrated Graphics
It doesn't matter, if external
I can reproduce the crash reliably in less than 1 minute by simply
repeatedly drawing rectangles on the empty black background (using JOSM
plugin https://wiki.openstreetmap.org/wiki/JOSM/Plugins/BuildingsTools)
in JOSM.
