Ah: it works for me because I have the titlebar switched off (in the
lower-left corner of the Customize... dialog). When switching the
titlebar back on, Alt+letter opens nothing, and F11 always works to get
back out fullscreen mode. So, this bug is still fixed and could be
closed.

plus a letter when in fullscreen mode no longer opens hidden menus, and
thus pressing F11 to get out of fullscreen mode will always work.

Ehm... how to say this... The filename 'ml' for Bambara layouts is
correct. The filenames in the symbols/ directory follow country codes,
not language codes. See for example the files for Kenia and Tanzania
(symbols/ke and symbols/tz) which both contains layouts for Swahili

Closing; this bug was fixed long ago. This also fixed bug #8585.
It does not depend on bug #19004 which is about having options per layout --
although a fix for that bug would make this fix more useful for some people.
