Title:
X server starts with brightness at lowest possible level (off!) in
  raring

Status in “gnome-power-manager” package in Ubuntu:
  Confirmed

Bug description:
On my Leveno Y580, when the display manager starts, the screen
brightness is set to the lowest possible level. On this laptop, it
means the backlight is totally off, so you get nothing on screen at
  all.

Turning up the brightness with hotkeys works, but this has to be done
on every boot, and it appears to the user that the display is not
  working at all.
