Public bug reported: I recently needed to remove and reinstall libpcsclite1_1.8.23-1_amd64.deb. I noticed that the removal of this package would result in the removal of various network-relevant packages (see below). I saw bug report #949912 which reported a similar thing in 2012 and marked it fix
