I have experienced the same inconsistencies as reported by OP between Ubuntu 20.04 guest and hosts. The guest is connected through SPICE. On top of that, the clipboard has been working unreliably within the host system (i3). For example, I often have to copy multiple times the same text to have it enter the system clipboard. Moreover, calls to clipboard with CTRL+V can take a few seconds. When the guest is powered off, the issue does not resurface. I have tried to reproduce the issue with Debian 10 and other guests, with no “luck”.

To test it, please install Kubuntu 20.04 and then install Kubuntu / Ubuntu 20.04 as VM (guest).
