Public bug reported:

I like windows to get the keyboard focus as I hove the mouse on them.
And I like them to raise after a little while. I have been using this
feature in Linux forever. I enabled this functionality in Oneiric
(Ubuntu 11.10) through the following gconf settings:

gconftool-2 --type string --set /apps/metacity/general/focus_mode sloppy
gconftool-2 --type boolean --set /apps/metacity/general/auto_raise true
gconftool-2 --type string --set /apps/metacity/general/auto_raise_delay 600

(One can also see and edit these settings in the GUI application "gconf-
editor".)

I have Metacity 1:2.34.1-1ubuntu4.1.

The problem is that the last setting, auto_raise_delay, is not honored
in this new Ubuntu version. This means a window is brought to the
forefront as soon as the mouse hovers on it. This spoils the whole
feature because you can't really switch to a window on the far end of
the screen if another window is on the way and is larger than the window
you want. The delay is absolutely essential to the usability of this
feature.

I am switching to Kubuntu as a result.

Here is more detail on my configuration, though I don't think it is
really relevant.

$ gconftool -R /apps/metacity/general
 auto_maximize_windows = false
 action_middle_click_titlebar = lower
 button_layout = close,minimize,maximize:
 auto_raise_delay = 600
