I had a  similar problem with Linux Mint 16 and Ubuntu 13.10 amd64.
Adding "nomodeset" to the 13.10 installer boot options (after the --, or
via the F6 add options method) fixed that install. Haven't tried this
with Mint.

13.04 booted without any changes required.

Bug description:
  I'm unable to provide complete apport data of the bug because of it's nature.
  I'm unable to reach a desktop or a console

  I can see the Ubuntu splash screen for a few seconds then the kernel
  panics with error logs related to nouveau while booting a Live CD of
  Ubuntu 13.10 Final Beta 64bit
