I can confirm that it fixes this issue if applied on top of Bionics
xorg-server 2:1.19.6-1ubuntu4 source package and built.

Leaks file descriptor to

Everytime the libvdpau library is unloaded and reloaded again, it leaks a file
descriptor to /etc/libvdpau_wrapper.cfg.
As a result, an application that displays many videos in its lifetime, will run
out of file descriptors.

upstream version in Precise.
