This problem occurs only when using Gnome with Compiz window manager (including
the use of Unity desktop).
If I boot into Gnome with Metacity [Ubuntu Classic (no effects)] the New
windows use active window's layout option in the gnome-keyboard-properties
works fine.

However when the hotkeys are used, they either open a different
application than which the hotkey was set to, or none at all.
I can confirm this bug. I have an up-to-date Oneiric installed from a
daily build after it went beta. I tried to assign a script to the key
event read (correctly) as
Hey! Are you kidding me?!
Ubuntu 11.10 uses Unity interface by default. There is no Gnome Desktop and no
gnome-panel package as well in the Unity.
And in the Unity's DateTime settings and in the Locations list there is
neither GMT no UTC abbreviations.
No package - no bug.
