I had same issue, when I removed ubuntu gnome desktop using tasksel. I solved this by moving these files to a backup location sudo mv /etc/libnl-3/classid /etc/libnl-3/classid.bak sudo mv /etc/libnl-3/pktloc /etc/libnl-3/pktloc.bak then sudo apt-get -f install and then restored these files sudo
