When working gimp, the main menu is only visible if the window
containing the image is active. This means, that if you do something in
the layerpanel/window, the main  menu of gimp is inactive in the topbar.
This makes working with gimp very very unproductive, cause you
constantly have to click in the main window to do any actual work. Doing
something that has a dialogue window, produces the same result. Scale a
layer, the dialogue comes up, you confirm or cancel the action and your
main menu is gone and you have to click/activate the main winow again.

Since the Toolbox panel/winow, the LayersChannelsPaths panel/window and
the main Image panel/window are part of gimp and your actual workflow,
there is no sane reason why the main menu should hide if you
click/activate any panel or window other than the actual image.
