As I wrote early: I'm using English (default) and Russian layouts with toggle by Caps key. I've tried other toggle buttons (e.g., Ctrl+Shift) and I've checked xkb-data version 2.5-1ubuntu1 (precise) and 2.5-1ubuntu1.3 (precise-proposed). Both are affected. xkb-data in precise-proposed still

@Sebastien Bacher: You are right: local user's settings do not have to affect the system-wide settings. In this case the description sounds like workaround only. But in this case there have to be a proper place within the user's settings area which will keep the current user's setting not
