Requesting a UIFE/FFE exception this late needs a lot more justification than
has been given in the bug description.
In future, please follow the directions and provide the information requested
in https://wiki.ubuntu.com/FreezeExceptionProcess
and surface these sorts of change requests much earlier in the cycle.
Marking this WONT FIX for Q for now, justification provided so far is
not adequate.

Bug description:
The sync menu indicator needs to be installed by default, so that
other applications on the default install can appropriately include
support for the service and include a Recommends: on the API or
indicator packages as needed.
