Oddly enough, after installing hplip-gui, re-adding the printer and
turning on cups debugging, the printer now works as expected.

(used by default in Ubuntu) now, which seems to be more reliable for HP
printers.

can you run the command
lsusb
in a terminal window and post the output here.
Can you then do the following:
Do all test prints via the HP-LaserJet-2200 printer (the one with
usb://... URI).
In a terminal window, run the command
lpadmin -p HP-LaserJet-2200 -o usb-unidir-default=true
