This bug still exists after upgrading to 13.04, commenting out
dns=dnsmasq fron NetworkManager.conf still is a valid workaround.

I have upgraded to 13.04 too, but the workaround did not work for me.
After trying different suggestions, I found that removing the
resolvconf package fixed the problem. Now it works perfectly.

I noticed this before, the openvpn plugin seems to be writing DNS
configuration directly for some reason, which gets trampled by whatever
NM is doing. Or at least, that what looked like was happening.
Confirming for now, needs to be further investigated in the NM openvpn
code.

NetworkManager/dnsmasq does not set the DNS servers given by openvpn
server when I connect. I can see in my syslog that I do receive the name
servers correctly along with all the routes:

Forgot to add, setting the name servers manually under Additional name
servers in Network Manger GUI setting still doesn't acyually add the
name servers
