I'm on gnomeubuntu 13.10 and have this issue when I've used a vpn. The
VPN Control never switchs to ON from the OFF state. The network icon
does change to the VPN Icon with the lock but you can never get it to
switch back once the vpn has been switch off.

What logind manager are you using? gdm, I presume? Do you have libpam-
systemd installed? I'm afraid I need some reproduction steps how to get
into a GNOME session without a logind session.
