This might be due to the botched dist-upgrade. Seems you fixed that one.

Does your postgresql server start now, after the fixed upgrade? (You can
check "pg_lsclusters")

Bug description:
  I've launch upgrade process on Ubuntu 12.10 64bit from command line 
(do-release-upgrade) and have eventually switch off computer some time later.
  Next morning PC wasn't started up.

  I've done next steps from recovery mode root console:

  mount -o remount,rw /
  dpkg --configure -a
  apt-get check
  apt-get update
  apt-get install -f
  apt-get upgrade

  And then reboot, system (Ubuntu 13.04 on the old 3.5 kernel) have
  booted up, and I've performed partial upgrade from GUI and finished
  upgrade to 13.04. Except of postgresql and mysql packages.

  Now `apt-get check` doesn't claims about anything, but apport filed
  this bug.
