I had the same problem under chromium only, with hdmi output in flash and html5
videos (it would work fine in FIrefox).
Saki's solution fixed it for me as well ! Thank you :)

SOLUTION:
I finally found a solution to my problem randomly.
sudo pico /etc/pulse/default.pa
look for
load-module module-udev-detect
and add tsched=0
load-module module-udev-detect tsched=0
This simple modification fixed all the sound crackling and static on my
PC, in google chrome, chromium,
The crackling is starting to happen in Google Chromium, i think there
was an update and alot of youtube videos are crackling. Tried switching
to HTML5 and no luck.
In Firefox, the same videos crackle much less, I guess I'll have to
switch to firefox.
Any ideas anyone?

Ok the problem was is Youtube was forcing me onto HTML5 videos. I downloaded
an extension to force flash videos, problem is fixed in respect to youtube.
So Flash in Chromium = sound is perfect
HTML5 in Chromium = sound crackling/static
Just checked back google chrome (version 31), Youtube
Can you confirm the same video doesnt crackle in Google Chromium?
Also can you run espeak with some text in Terminal and see if it crackles?

The same crackling happens to me in some videos (like those in the
Coursera website) on Google Chrome 30.0.1599.22 beta, Ubuntu 13.04
32bit. Graphics card is an ATI Radeon HD 4670.
