Cannot upgrade. The update manger is set to notify me when any new release is
available. tried following

but my update manager says there are no updates and I am still on 13.10.

Right, the guy should have said it needed to be done with sudo, so
sudo update-manager -d
Did an upgrade, installed a lot of suff, rebooted, but the system still
thinks it is 13.10. Let's see how it goes.
