I found that this message generated because I manually disabled the
modemmanager Upstart service, which isn't a bug since NetworkManager
needs it anyway.
The motivation of disabling this service is that it's starts no matter
if there's modem connected and it abnormally generates redundant
restart

This is probably obvious, but if like me you don't have or want a modem, you
can remove the package that's generating these messages:
apt-get remove modemmanager
