Ok... after digging into this for a while it seems the issue is in
ubuntu-push-client. It can't find the sound because on Aquaris phones we
use a customized sound file that's not located in a XDG_DATA_DIR. From
the log:

While troubleshooting this together with karni and mzanetti, an
interesting find is in the ubuntu-push client. It seems to restrict the
sound files allowed to be inside /usr/share/xdg.
Could affected people check if they have manually modified what sound
they want to be played back from telegram?
The .Slick command produces sound. But Telegram doesn't give any notification
sound.

I'm sure it's "software, not hardware", but I don't think
"system-image-cli" will help; note how Pat was able to get his device
"unstuck", above.
I'm on this bug because of my involvement with the "postal service"
(local notification delivery) early on; I don't have the issue.

pacmd set-log-level 4
PULSE_PROP="media.role=alert" paplay
/usr/share/sounds/ubuntu/notifications/Slick.ogg
grep pulseaudio /var/log/syslog
