You need gvfs (with http/https support, used via GIO) for this to work. Not an inkscape issue - AFAIU this is about runtime config of the local system, and its support for GIO modules (Glib). (See also bug #943148 - packaging issue for new ocal dialog on osx) ** Also affects: inkscape (Ubuntu)
