Indeed, this morning it just occurred to me that this is missing. Indeed
our unit doesn't have that, this was fixed later upstream. This is
indeed fixed in upstream's unit, but not in our's.

Great, is it as simple as adding
Before=network-online.target network.target
to Unit section of /lib/systemd/system/NetworkManager.service?
Having tried it that does appear to fix the problem (including the
problem with the init script in the duplicate bug, where it was timing
out on a umount
